The work around we have adopted for disabling the pencil (Customization
control) is as follows:
Change the following section in Jetspeed.vm file:
#foreach ( $action in $actions )
      <a href="${action.Link}" title="${action.Name}" ><img
src="images/${action.Name}.gif" alt="${action.Name}" border="0"></a>
#end
to 
#foreach ( $action in $actions )
#if( $action.Name <> "Customize" )
      <a href="${action.Link}" title="${action.Name}" ><img
src="images/${action.Name}.gif" alt="${action.Name}" border="0"></a>
#end
#end
