JSR 162 was the initial proposal from IBM. JSR 167 was the counter-proposal from Sun JSR 168 is the merger of the 2 above after they realised they both looked really stupid by having 2 independant specification committees ;>
So only JSR 168 is actually active and was supposed to initially have a public draft in September. Since the page is viewed with JSRs in sequential order these might be missed when someone finds the first record. Might be an idea to have the two withdrawn jsrs removed from the page or at least reference the new jsr?
