My app does not load the frame right a way in the index.jsp.  It goes
through some pages to collect data and user's information, and the final
process is the portlet loads the frame if all the data is valid.
So, I guess I need Jetspeed to load the frame for me.

However, your input is very helpful, which I did not thought about this.  I
will try to work around based on your idea.

Are you sure you need Jetspeed to handle frames ?
Maybe what you want is simply to invoke your portal
within a frame of a standard frameset ?

In this case:
- set in JetspeedResources.properties
  leftnav.enable=false
  bottomnav.enable=false
  topnav.enable=false
- change the index.jsp file to load your frameset

  index.jsp:
  <frameset cols="50,*">
     <frame src="<whatever you want>">
     <frame src="/jetspeed/portal">
  </frameset>

Isn't that enough ?
