Problems with jetspeed 1.4-b2

i built the jetspeed 1.4-b2 from source code
then i copied the jetspeed.war file to tomcat/webapps directory
but when i tried to access http://localhost:8080/jetspeed it gives me page cant be found
somebody knows whats going on?
i am using tomcat 4.0.6
and jdk1.4
