from my understanding there are three default jetspeed users. 1) Anon 2) Turbine 3) Jetspeed
Anon is what unauthenticated users see. Adding a portlet to "anon" will give unauthed user view access to the portlet. Turbine. Adding the portlet to turbine will give newly registering users the portlet. Allow they can customize there panes and remove the BBC portlet in this case. Admin.
