I forgot to add that I am running the official war type release of Jetspeed 1.4 on the jboss 3.2.1 tomcat 4.1.24 bundle.

Hi Andy,
I have JSP portlets that have there own customizer and they work fine. What version of Jetspeed are you on? If you are on b3 or greater you can set this parameter within your portlet's registry entry.
<parameter name="provides.customization" value="true" hidden="false" cachedOnName="true" cachedOnValue="true"/>
If it is before b3 then your portlet class will have to override the providesCusomization() method to return "true".
