So the key clue appears to be that the action code is not being executed. Are you sure that the action class is located in the correct package - e.g. org.apache.jetspeed.modules.actions.portlets? I don't know the answer, but I think tracking down why the action isn't running will be the key.

Just for a lark, I actually deleted the class file, but the behaviour remained the same. Apparently, the action is never taken because something fails beforehand. Unfortunately, I cannot figure out what. And this is all the more surprising since all this stuff works without complaining when I use Jetspeed 1.4-b4.
