Well, in my Jetspeed-1.4-b4 installation, the action was not in the org.apache.jetspeed.modules.actions.portlets package, but rather in a local package, which I had specified as module.packages in the Turbine properties file. And this worked fine.
I tried renaming, recompiling and reinstalling the action in org.apache.jetspeed.modules.actions.portlets, but this does not seem to have worked, either. So I have been completely unable to determine why the action is not executed.
