Template folder is used to store all the pages that would be copied to the new user's folder. In another words, if you have two psmls inside the template folder, you sign on as a NEW user user3, you will see two pages for you. You can certain customize those two pages. If user2 folder existed before you added another page to the template folder, user2 will not get that page. Delete user2 folder and sign on as user2 again, you will see two pages shown up for the user2. To summarize: every newly signed on users will get a fresh copy of every signle psml found in template folder.
