For panes what we did is we wanted the user to input the key that is
specified in the resource file and then modified the vm/jsp file to take
that input and do a I10 on that string.

As far as the portlet title goes what you suggested may work and infact
I think I tried that and it had worked (Long time back :-))..

    $portlet_instance.Title
in
    WEB-INF\templates\vm\controls\html\jetspeed.vm

To get title localized, I should specify my portlet name in the xreg
file, 
something like

<registry>
    <portlet-entry ...>
        <meta-info>
            <title>$l10n.MY_PORTLET</title>
        </meta-info>
    </portlet-entry ...>
...

so that, once embedded in the .vm file, it is properly shown, but... is
that 
allowed?

And what about panes?
Should I then modify each pane writing directly in the related psml file

once it has been created?
Or can I just set
    $l10n.MY_PANE
as value when creating it through the administration interface?

In the past when we had to do it ...we just directly modified the layout
and navigation menus vm/jsp files to query localized strings. That way
the panes and titles are localized
