I just uploaded all the 2.1.3 jars, poms, plugins, wars required to
build Jetspeed 2.1.3 to the first maven.repo.remote in the list. The
2.1.3 plugin was not previously there. Hopefully this should resolve
the problem. Sorry for the inconvenience
