I am going to implement this... I am fairly sure that no one will -1 me

In order to keep things consistent... and to avoid class naming
collisions. I decided that in <psml> we should have
<portlet-entry-ref name="BASE_PORTLET"/>
instead of the current <portlet-entry ref="BASE_PORTLET"/>
This keeps things consistent and obvious... and it also avoids duplicate
peer classes. IE org.apache.jetspeed.registry.peer.PortletEntry and
org.apache.jetspeed.psml.peer.PortletEntryRef do not collide :)
This should keep things more obvious.
