I don't recall any file called jetspeed-turbine.jcfg. I'm using 1.2b1. Does
that file exist?
The files I edited were:
web.xml
server.xml
JetspeedResources.properties
TurbineRecources.properties
coocoon.properties
If there is another file I need to edit somewhere, please tell me where.

Hmm, ok this doesn't help so much further....
I could imagine that you misspelled some path in your
TurbineResources.properties or in JetspeedResources.properties.
Check tham all, especially the include of JRP in TRP and the URL of
jetspeed-turbine.jcfg in JRP.
