+1. I would not split the least until at least:

- We have a release that is working nicely and has a sizable user base (not
developers).
- The development version is different enough from this release, so that mixing
patches/work arounds in the list brings confusion.

As you said in ApacheCON, the solution is to have better documentation, not to
hide the problems in a different list.
