I found a workaround, but unfortunately cannot say for sure why it was that
way.
In jetspeed-portal-content there was
<schema targetNamespace="http://www.apache.org/2000/02/CVS"
xmlns="http://www.w3.org/2000/10/XMLSchema">
after changing this to
<schema xmlns="http://www.w3.org/2000/10/XMLSchema">
and rebuilding, the namespace-definition
xmlns="http://www.apache.org/2000/02/CVS" is no more added to <content> in
jetspeed-content.xml.
It's not obvious, if this was supposed to include the namespace-definition
at all (after all, the shipped version of jetspeed-content.xml doesn't show
this namespace ... and the XSL for transforming this doesn't account for the
namespace either .... which was my original problem ..)
