Great idea ! The portlets on the list all seem very useful to me.
To answer the Portlet API part of question c) - there will be major changes
in the Portlet API. These changes will affect the invocation of portlets
and the way in which portlets access user data or store/retrieve persistent
data. If you start developing portlets now, parts of the portlets will need
to be changed when we introduce the new Portlet API.
The good thing is that a lot of things will become a lot easier and that
once you have adapted the portlets to the new Portlet API, changes in the
layout system should not affect the portlets anymore. All invocations of
portlets to render content for the layout system will be made through the
new Portlet API.
The new Portlet API will shield your portlets from any further changes in
the JetSpeed or the Turbine implementations.
You can review the current proposal for the new Portlet API in CVS to get
an idea about to what extent the migration would impact your planned
portlets.

I think that kind of out-of-the-box applications will be nice to have! I am
definitely interested in
contributing. Depending upon the response and consensus, let us divide the
work and conquer!
