I am running on Windows 7, and I dont have JAVA_HOME...
Among other things, my current class path does have C:\Java\jdk1.6.0_29\bin..
That is why I set the java library path to the JDK. 7.

What is your %JAVA_HOME% environment variable? (yes, it makes a difference)
I'm curious as to what the following system properties report as using that 
style of command line.
  java.home
  java.class.path
