Okay, I saw that done at Johns Hopkins Hospital in Baltimore.  Don't know about all the floors, but in the Children's Center, 4th floor inpatient (SMC-4) the walls around the elevators are done like that.  It was the coolest thing.  They did it in a pretty pink tone.  Nice.  It's definitely something to cover up texture problems.  :)  Might be really nice for a basement too!
