Way to go Lyn, I am proud of you :O) I have a similar problem, when I go anywhere near an area where DH has things he gets very nervous and quickly volunteers to do it in his own time. Well I am afraid his own time always came after I found time and the area was driving me nuts.
I did developed a system though that satisfied me and helped DH learn to declutter. I would put all his stuff that I didn't think should be in that room (like tools in the living room, engine oil in the kitchen, bike bits in the bedroom etc) into a container and after he had finished his evening meal I would give it to him and suggest he put it away. At first the box would be put down where he sat and there it would remain. In the mean time I would have filled another box and give it to him after his evening meal with the suggestion that he didn't forget the other boxes. Little by little the boxes grew. I must admit it drove me crazy but I refused to nag and I didn't keep giving suggestions I just let the boxes pile up. Sooner or later DH would get the message and deal with them. The boxes would disappear into the workshop. Well after a couple of months of this, you guessed it, his workshop got so full that there was no room do anything and he was forced to deal with the boxes. Its taken a long time for DH to catch the decluttering bug and he still hasn't gained the confidence to just get rid of stuff, but at least what he has is put away, has a home and is out of my hair LOL. I have learnt though that when DH gets the urge to declutter I drop everything and help by decluttering something of mine in the same room, it then becomes a bit of a challenge to see who can make the most change on their particular area. Don't tell DH but I always let him win the 'who threw out the most' contest. Its not easy getting others to declutter, they have to really want to. I do know that the best way to get them to want to is by example, it can take a long time though.
