   Catholic NGO hits back over LRA talk

   CARITAS Uganda has hit back at the disaster preparedness minister for
   accusing the organisation of feeding the Lord’s Resistance Army rebels,
   hence delaying the signing of the final peace accord.
   Prof. Tarsis Kabwegyere, speaking last month at a cluster munitions
   conference in Kampala, accused Christian organisations like Caritas of
   giving the rebels a life-line.
   “Caritas should stop giving food to the rebels so that they get under
   pressure to sign the peace agreement,” he said.
   However, Caritas, a social pastoral arm of the Catholic Church, said the
   contract to supply food and medicine to the rebels at their assembly
   point in Ri-Kwangba ended when the signing of the peace deal flopped in
   April.
   Caritas’ director, Francis Ndamira, said they worked in consultation
   with Dr Ruhakana Rugunda, the chief government negotiator at the talks


   Refugees flee LRA rebel attack
   JUBA - Thousands of refugees from the Democratic Republic of Congo (DRC)
   have fled into South Sudan to escape attacks by the rebel Lord’s
   Resistance Army, the UN said on Tuesday.
   “The team reported that an estimated 150 Congolese are still crossing
   daily from the DRC,” the UN refugee agency, UNHCR, said in a statement,
   adding it had heard reports of attacks on villages with huts set ablaze
   and children abducted.
   The LRA agreed to a peace deal with the Ugandan government earlier this
   year but the group's leader Joseph Kony, wanted for war crimes by
   prosecutors at the International Criminal Court in The Hague, failed to
   appear at a signing ceremony in April.
   A period of uncertainty followed, with fresh LRA attacks followed by new
   promises by Kony to sign the agreement.
