JUBA, 27th April, 2011 [Gurtong] - The Southern Sudan Auditor General
is set to unveil the ever first report investigating management of
public funds by the Government of Southern Sudan in the past years of
the interim period.

The historical audit report will be the first ever to be presented in
the history of South Sudan public funds use since the colonial era.

Addressing members of the Southern Sudan Legislative Assembly, SSLA
Stephen Kilon Wondu, Auditor General said that, the report will be out
before the end of the interim period on 9th July 2011.

Wondu clarified that, the data collected and currently undergoing
documentation, declares information starting from the office of the
GOSS President, Ministry of Internal Affairs and the rest of the
government institutions.

He however, stated that, challenges in legislation, lack of
technocrats and funds have limited the work of the Audit Chamber.

“We have completed the review of the audit reports for 2005 and 2006.
As soon as this House approves the Audit Chamber Act 2011, I will
submit those reports immediately,” Wondu said, adding that; “we are
currently preparing the audit reports for 2007 and 2008.”

He added that, from 2005 to date, there is no law providing a legal
environment for the Audit Chamber, saying this has in most cases
limited its effectiveness.

Wondu recommended the need for the August House to pass a law
prosecuting embezzlement of government funds and establishment of a
special court that deals on finance and economic crimes in the
country.

The Auditor General received an overwhelming support from majority
members of the House. MPs have urged the House to reinforce the
capacity of the Audit Chamber to ensure its independency.

“I support the idea of an independent prosecuting body,” Majok Dut,
member of SSLA representing Twic East from Warap State said. He urged
that, allocating many resources to the Audit Chamber should be seen as
a way of reinforcement.

Richard Mula, MP from Mundri West Constituency Number One said that;
“in order for us to do our work effectively, we need the Auditor
General. He is one that can expose how funds are utilized.”
