Khartoum - President Omar Al-Bashir safely arrived in China yesterday.
Al Bashir had left the Iranian capital Tehran yesterday noon heading
for China after he took part in the International Conference on
Counter Terrorism which closed yesterday.

Al Bashir affirmed, in statements to Chinese news agencies published
yesterday in coincidence with the start of the visit, his commitment
to peaceful secession of south Sudan. However, he warned at the same
time that the secession might fail. Chinese news agency Xinhua quoted
Al Bashir as saying that he is “not worried about China’s dual loyalty
to North and South Sudan.”

“Our policy and the China’s policy is that each country is free to
take procedures and establish relations in favor of its interests and
relations.”

Analysts expect that Al Bashir will exploit his visit to China which
is expected to last for four days in assuring Chinese authorities that
their investments and shares in Sudanese energy resources will not be
affected by separation between the north and south.

The Sudanese president commended Sudanese-Chinese relations, painting
it as ideal for developing countries. He lauded China’s role as
investor in oil projects avoided by Western companies due to sanctions
imposed by their respective governments on Khartoum.

Al Bashir said, “When the US companies refused to work in the field of
oil and restrictions were imposed on the work of Western companies in
Sudan, we found in China a real partner.”

Emergent circumstances delayed the arrival of the president in China
on set date, yesterday evening. Al Bashir was scheduled to hold talks
yesterday noon with the Chinese president Hu Jintao, but officials at
Chinese foreign Ministry said that talks would be postponed pending
agreement on another date.

The foreign ministry issued an statement yesterday on delayed arrival
of the president in China in which it affirmed that the delay was due
to change in the route of the presidential plane over Turkmenistan
soil at a time was not possible to cross via the new route hence the
pilot was compelled to return to Iran after flying over Turkmenistan
skies at 9:30p.m yesterday Sunday according to Iranian local time.

Chinese and Sudanese embassies in Tehran had formed a room to follow
up on developments until new route was secured.

Al-Bashir on the sidelines of the conference met with the Iranian
president Ahmedinejad as well as Iran’s Supreme Leader    Ayatollah
Ali Khamenei. The meetings focused on Sudanese –Iranian relations and
ways of developing them. Al-Bashir participate in the closing 2nd
cultural week opened in Iran last week.

First Staff Lieutenant General Bakri Hassan Saleh, Presidential
Affairs Minister told Sudan News Agency (SUNA) that Al-Bashir and his
accompanying delegation would kick off on Monday June 27 a 3-days
formal visit to China at the invitation of his Chinese counterpart Hu
Jintao to discuss ways of developing bilateral relations as well as
the strategic partnership between the two friendly countries.

Kadugli - Mawalana Ahmed Mohamed Haroun, the Governor of South
Kordofan said the government is alert to any military developments by
Sudan People’s Liberation Movement (SPLM) in South Kordofan and will
deal with it in such a fashion that will ensure security and stability
for the inhabitants of the states.

“The sky is cloudy, but it may or may not rain,” he said.

He added that the government dealt with irresponsible acts by the SPLM
with wisdom and remained as patient as possible considering that SPLM
is going through transformation from a military movement into a
political party, but patience has limits.

“We are tired of being patient with the movement [SPLM] for years.”

Haroun stated during his speech at a periodical forum of National
Council for Decentralized Rule, which moved to the town of Kadugli
headed by Prof. Al Amin Dafaallah, the secretary general of the
council, after July 9 if not agreement is reached SPLA troops will be
rendered foreign troops getting salaries from original countries
“mercenaries”

He assured all SPLM members who have not taken up arms against the
government and declared their renunciation of recent move by Abdul
Aziz Al Hilu. He assured them of their safety and they will not be
viewed as rebels or traitors who were involved in recent attacks.

He revealed that a proposal by the ruling National Congress Party
(NCP) to SPLM for extending transitional period in the state for three
years. The partners waived 30 percent constitutional posts in favor of
other political forces and parties so they are involved in the
governing the state to ensure political and security stability to
allow for the implementation of as many development projects as
possible; however, SPLM rejected the proposal.

Haroun stated that NCP also suggested reconciliatory elections between
the partners to settle on one candidate for the post of the governor
and specified sharing of constitutional and executive posts

Haroun said that they have been aware that final output of election
will be a shock for SPLM, adding that what we early expected, took
place not long post announcement of results as the movement return
back to war square.

He ascribed tangible transformation in SPLM political discourse to
presence of leftist leaders in the state, adding that leftists managed
to isolate Al Hilu from local community the thing led him to adopt
hostile stances.
