Can you send us the poller output?
cd /opt/jffnms/engine (or the debian path for it) php4 -q poller.php
The log/ folder will not be filled if you don't have the Debugging/Logging option enabled in setup.php
And the rrd/ files has to be created by the poller.

Yet nothing in logs/ or rrd/. All is owned by www-data. I have waited around 15 minutes - do I need to wait a long time before assuming something is still wrong?

2. This is a problem, if you see the source of the scripts it means that php is not able to understand that they are PHP scripts, check your php.ini (for the CLI) against the php.ini I provide in docs/unix/php.ini (its from RH, but it the values should be mostly the same).
I think that it maybe is the "short open tag" thats not enabled.
