Hi Karl,
Try using the Administration->Users & Customers->Trigger Users screen.
The screen you are using is for a User to manage their own triggers, so if you are logged in as an admin, it will only manage the Administrator triggers.

Now, the final problem is, that unless I have an email address for Administrator, no triggers are processed. I removed Admins Email address and all triggers stopped, when I re-add it.. all triggers are processed again, however, Administrator onlys gets the emails.
If I goto the trigger users page and add a trigger<->user entry there, then it doesnt show up under the individual users, whats more if I edit the entrys with administrator as the user, then it disappears from all users and stops working as a trigger.
