Hi Chris,
You can always look at your apache error_log (should be accessible from the Apache menu) to see why it didn't start.
I'm guessing is a path problem.
Which JFFNMS version are you testing?
I re-did the INSTALL.win32.txt guide for 0.8.0-rc2.
