Sorry for the delay ... vacation and hard work. 

The fact that you don't have any SLA event is not good, is the sla cron job 
activated into the JFFNMS cron config file ? (supposed to run every 30 mins)

Do you receive emails when interfaces are down?
If yes, check that the SLA event type is into the generic "Interface Status 
Change" trigger.

Yes, I have read this a couple of times and I think I understand how it
is supposed to work but I'm definitely running into stumbling blocks
somewhere.
