Install a TFTP server.
Configure the TFTP server to have its root in wherever you have
  configured JFFNMS as its "tftp directory"
Make sure the jffnms user (or whoever you run the cron jobs as) can
  create files in the tftp directory.
Configure the router to permit RW community from your JFFNMS server.
Configure the router in hosts table, set RW community, TFTP address
  (which will be the JFFNMS server), and config transfer mode.
