Hi Jeff, you will not be able to telnet to port 69 as tftp is over udp and telnet uses tcp.
It doesn't necessarily sound like permission problems, as this would generally cause an instant denial. Firstly, you might want to check to see if you have a tftp daemon running on your host, if it is a *nix box you could run "netstat -anu" and see if there is a line with something like Proto Recv-Q Send-Q Local Address Foreign Address State udp 0 0 0.0.0.0:69 0.0.0.0:* if this is running you could next try running a packet sniffer on the host, something like tcpdump or wireshark if like GUIs. This should give you more of an idea of what's going on. Personally, I use RANCID, as it gives me an output of what has changed on the configs of the routers, I have no experience of the JFFNMS tftp config stuff, but I do know that tftp can be a b*tch to get working.
