i suspect a bug in the generation of log from fping. In this moment the
fping from a host is

fping -p 300 -c 50 10.250.1.1 -q
10.250.1.1 : xmt/rcv/%loss = 50/50/0%, min/avg/max = 6.73/7.46/8.10


and the host web interfaces mark error in reachability.
