Yes.  Always have done.  And I certainly do have to remount rw when I
try booting with init=/bin/bash added to the grub kernel line....

OTOH, the rc scripts do have code to remount ro; I don't /think/ they
are doing anything silly like remount rw then remount ro then rw.
Also proc, sys and udev are mounted before the remount,rw.  I know
the tmpfs used for /dev won't unmount at shutdown (it is busy); I
don't know whether that has an effect on the rw remount of /.
