Well, I dont user 'Maildir' style mailboxes, but at least for
UNIX style mailboxes 'mutt' does not request notification.
I have just double checked with 'strace', and all it does is a
loop of 'poll'/'stat64', checking the modification time of the
mailbox inode.
The mailbox contents display is only updated at the end of the
'timeout' period, which defaults to 10 minutes, unless some
input is given before that. From the 'man 5 muttrc':

Default: 600
This variable controls the number of seconds Mutt will wait for
a key to be pressed in the main menu before timing out and
checking for new mail. A value of zero or less will cause Mutt
to never time out.

Perhaps the timeout value was different in the two cases.
More improbably it may be instead that in some circumstances JFS
does not update the modified time of a directory when a new file
is added to it, but I haven't noticed.
