Yes, it is saved in the di_otime field in the on-disk inode.

Only through the jfs_debugfs utility.  The timestamp is set when the
file is created, but never modified after that.

Herbert Poetzl just submitted a patch which implements ioctls for jfs.
It would be possible to add commands to fetch and set the creation time.
I'm guessing this is something that samba might use.
