Well, that's absolutely guaranteed, "fragmentation" causes slow
downs in most cases.

All and every filesystem that suffers fragmentation suffers slow
downs -- the difference is how much fragementation is likely to
happen for a given file system design and filesystem allocation
and access pattern history.

Some file systems design are more likely to result in greater
fragmentation than others, and that is what is the really
interesting issue.

Once fragmentation has happened, no matter what is the file
system design, access will be slower for most usage patterns.
