You can also use CTRL+3 first, then use CTRL+UP or CTRL+DOWN.

I have the same issue with VLC, but love it as well. Here is what I do
as a work around. If you press alt + a, that will open the audio menu.
then, just press I to increase the volume, or press D to decrease the
volume. You will have to do the entire procedure each time until the
volume gets to where you want it. For example, alt + A then I. alt + A
then I over and over to increase to where you want. You do not have to
do this that many times. Have a great one.

Heya folks,
For the life of me I have never been able to control the volume up and
down with the keyboard VLC hotkey control up arrow and control down
arrow, is this a jaws issue? As all websites for VLC say this is the
hotkey for the volume control for VLC, it just doesn’t work on my end
here. Am running latest Jaws 17 and windows 7 64bit home edition
The only way I can control the volume is using the scroll on the mouse.
If anyone has a work around I’d appreciate it as I really love VLC
otherwise.
