Not exactly.  For instance, on your activity log, there is an entry for 
CCleaner.  Unchecky did not preventit from being installed, but detected a 
check box on its installer interface and unchecked it to prevent the 
installation of unwanted software, in this case, Google Chrome.  Puriform is 
notorious for constantly trying to get unsuspecting computer users to install 
it.
