I haven't seen anyone, including myself, top quote an entire message. I will frequently top quote a single line or phrase out of what are sometimes lengthy messages so that it is abundantly clear what I'm responding to. In this case I moved the brief quote beneath this content, to suit you.
It drives me crazy that so many messages requote about 10 prior messages beneath them, as it makes dealing with them on the web interface much messier, but I realize that there are people using many different e-mail interfaces and the web interface to offer material, and how each handles quotations can be quite different. One of the reasons I stopped using the highly conventional "quote chunk - response - quote chunk - response" format here is because it's a PITA with screen readers (or that's been my observation, anyway). I'll still keep doing "single line pick" top quotes for context when I think it helps to frame the reply.
