OK, to get this back,

Go to control pannel, internet options.

Now, ctrl+Tab until you reach the programs tab. It's about the 3rd or 4th tab over. Once here, the first option will be a combo box for how you wish to open Internet Explorer. You need to set this to always on the desktop. Now tab one more time. You now will land on a checkbox which states to always open Internet Explorer tiles from the desktop. Uncheck this box.

Now, shift tab, as that'll be quicker, back to the ok button, and press enter.

Finally, alt+F4 out of your ctrl pannel.

There you go!  Issue hopefully resolved.

Sorry it took me so long to write back an answer with this question. I had to do a little research. Plus wanted to look on my Windows 8 machine, which I'm not on right this moment, to be sure I was guiding you correctly.

If you need further help, get with me off list, and maybe we can arrange to do a tandom and I'll help you get it fixed.

Can you run the executable for IE 11, windows 7 or is there a
different IE 11 that runs with windows 8?

If you can, try searching for executable for IE 11 and I think it will
