I have conflicting information about the permanence of punctuation changes in 
JAWS quick settings. If, as you say, changes made there are still not permanent 
in JAWS 15 (I haven't tried it out), then you need to resort to profiles. In 
the JAWS context menu, go to the existing profile you use for Word, make the 
punctuation setting as you tab through the options, and then decide if you want 
the change to modify the profile or if you want to create a new one just for 
this purpose.

Just to clarify, I can't set punctuation independently in Windows Live Mail. 
E.g., Insert-V tells me I can only do it for the default application. Same 
with Settings Center. Then in Word, insert-V allows me to change punctuation 
there, but it seems only as a temporary fix from the default setting.
