You use different voice profiles to have different punctuation levels.
Create a voice profile with the punctuation level you want then assign
that to the program you want to have a non-default punctuation level.

Just to clarify, I can't set punctuation independently in Windows Live
Mail.
E.g., Insert-V tells me I can only do it for the default application. Same
with Settings Center. Then in Word, insert-V allows me to change
punctuation
there, but it seems only as a temporary fix from the default setting.
