If you boot up to the desktop, using the function plus escape will make this
change permanent until you toggle this command again. You shouldn't have to
do this command at startup.
I found this out through Office  depot

Every time I boot the Lenovo, I press fn+escape.  That enables the regular
function keys till I shut it down.
