We just went through this yesterday. 
I need to do a complete re-format on one of my laptops and the tecc who is
working on it did expressly remove the authorization code for JAWS and he
said that FS would restore my count.

At least with ILM that is not the case.  Using the "Remove product
activation" item under the utilities group does not restore an ILM
activation (I cannot confirm whether it did or not before ILM because jaws
had already gone to that by the time I started using it).
