You are working inside a profile, whichever one you happen to have active. Voices is a sub-menu (yes, Virginia, this may be the one and only time "voices is" will be grammatically correct), and the top choice is Voice Adjustment. Enter and start tabbing down. You can adjust parameters across the board, as well as customizing voices for PC cursor, JAWS cursor, keyboard, Tutor and Message, and Menus and Dialogue.

Go into the JAWS context menu with JAWS key+j, press enter on options, then arrow down to voices. Press enter again. Here, select adjust voice profile, then select the relevant profile. Start tabbing. You'll come across the setting you want. Once selected, be sure to continue tabbing to OK, or possibly apply, then OK.
