It's a download. It isn't a great dictionary, but adequate for a fast reference 
or confirmation. Once installed, you just press a key combination to bring up 
the program, which responds right away. If you have focus on a word in many 
applications, Wordweb will have that word in the search field when the program 
loads. From there, you tab twice to the definition, and you can tab again for 
an abbreviated synonyms list. 

Note that the default shortcut duplicated one I already had in my system, so I 
changed it to something else.

Free forever, but as Jean noted, only so long as you periodically answer yes to 
their question whether you fly, or don't fly roundtrip, or some such out-there 
requirement. The paid version spares users this indignity.

no, the free version is free forever.

you may also want to try  "magical jellybean dictionary" which is free and
