Prior to Windows 8, a clean install of Windows was always better, but that no longer seems to be the case. It seems as though Microsoft now deliberately designs new versions of Windows to facilitate installation over existing copies of Windows so that users don't have to reinstall their files and apps. At least for me, both upgrading from Windows 8 to 8.1 and now from 8.1 to 10 both went smoothly. That said, I would personally recommend a clean install of Windows only if you have a lot of junk on your computer that you wish to get rid of, or if you have corrupt files or apps that negatively impact overall system performance.
