I think he's referring to a message rule. I mention it because the term of art isn't familiar to everyone.
Doesn't WLM enable folder creation within the application, as Outlook does with shift-control-e in the folders list? Just a thought. Highlight the folder that you wish to be the parent of the new folder and right click. Go down to "New' then select "Folder" from the sub-menu. Type the name for the new folder and hit enter.
