I'm not sure why this would have just started with JAWS 17, but you're
describing something I experienced when I first got my Thinkpad. What I
found was that the microphone on the laptop was on, and the noise
cancellation was kicking in when JAWS would speak and the microphone
would pick it up. See if you have a hotkey to mute the microphone
(function with one of the F keys) and experiment with turning it off.
That would also explain why you don't notice it with headphones.

long ago and wasn't exactly easy if memory serves.
I usually participate in the beta cycle, but this year, I passed so this is
why I'm not entirely sure if it's Jaws.
I'm still running JFW 16 on my desktop and don't have this sound fluctuation
with it.
