This has happened before. It seems to occur when the old and new programs are just not compatible. If faced with such a situation, I'd make sure to import any specialized dictionaries and let the rest go. I went from 15 to 16 without a full merge, because 15 had some minor damage, and I didn't want to cripple a brand new release; it was easy and problem free to make the few tweaks I regularly use.
