This sounds great! I was actually just in touch with another guy who had 
updated the old plugin code, and was going to try to recreate his 
changes - I'll forward this to make sure it gets his attention. If we 
can get a couple of people involved in working on this perhaps it can 
really move forward.

Assuming you want to have the code become part of the project, I need 
you to submit a contributor form 
(http://jibx.sourceforge.net/contributing.html#agreement). I can then 
add you as a developer, and you can add the code to a CVS or SVN repository.
