What exactly do you mean by "3. Build-time solution"? Is it the implementation of your initial proposal of using src/jdk.jcmd/$OS/classes/module-info.java.extra? Currently for me it's no difference which solution we choose - I just don't want that we break the AIX build in jdk9.
