This ticket is a follow up from the conversation on
[https://github.com/apache/arrow/pull/13031#discussion_r863698975]
We should move the EmailReport to be a JinjaReport and the current
archery.crossbow.reports.Report class to be a utility class to be used on the
EmailReport and ChatReport to retrieve the information from the Repo.
